Tweakers are getting smarter with the law these days.  This used to be friend of mine got heavy into the drug scene and can't seem to stop himself.  He stole a soda machine from the porch of one of my vacant rentals and when I called the Sheriff to report it he said the old tenants gave it to him.   Now it becomes a civil matter and I have to take him to court over it.  Now that's some BS if I ever heard it.
